I want to book 5/22-26 at the Conrad Singapore, paying for room and using points to upgrade to Exec. Agent on phone said you need to book cash room, then hotel will email about upgrades. This sounds wrong.
On reservation page, they DO show premium and other rewards for virtually every room but I can't find upgrade 'prices' for properties. Alas, no longer Diamond or I wouldn't be worried.
Do I have to do this by phone? Was the agent right?

Agent was correct, almost. IME, after booking a room with cash, there's often an option to upgrade to other higher classes of rooms for a set price (usually $7 - $37). Diamond shows the first upgrade room at $0. You don't know if you'll get the upgrade until check-in. I have seen Hamptons that have allowed an upgrade for points after making the reservation.

Requested eStandby Upgrade(s)® Extra per night Total for the stay
1 King Suite with View $0 $0
Or 1 King Signature Suite $27 $27
