She asked the question (post #1) presumably because she had heard about some of the CBP's antics. Forewarned is forearmed. In all probability she will have no problems, even if using the b-word, but she is wise in considering

Agree. As far as I'm concerned possession of a valid visa (or VWP) ought to satisfy them. Unfortunately the visa system was broken before 9/11; most of those terrorists should not have been granted one. Maybe it's been fixed since but the CBP appears not to care and have taken it upon themselves to plug the loophole, real or imaginary.
