It's not a lot of money (About $15 USD), but if I had known about this, I would've use a CC that doesn't charge foreign transaction fee.
CPLP/Asia Miles can charge you in USD in HK. I've tried it - when I had to reset my redemption list.
If you're upset enough, you do have a case to dispute. Get your bank's equivalent of this
