1. Correct - for requalifying Diamonds - a new set of 4 upgrades is issued in March and not January.
2. I believe they would still honor the upgrade if already confirmed - although be aware that if you cancel (and possibly even if change the dates of your stay) the upgrade will be lost and can't be switched over (since it's already expired).
