DB occurs. But CX rarely IDB. This is what I have seen at SFO.

Ground Manager, before check-in, will solicit pax for VDB. Pax pending VDB will be checked-in without baggage first. Upon VDB is required, pax will be given a notice to sign and acknowledge DB and receipt of compensation.

It does not seem that MPC status matters (as the choice is up to Ground Manager's discretion - As the Manager mostly solicit from the Economy line, anyone SL or above will use another line for check-in).

For compensation - if the delay is minor, USD$200 in cash (not even check/cheque). Otherwise, USD$400. All offers come with an appreciation card (aka "A Card").

Also - the Manager has the discretion to provide further appreciation regardless the result of the DB, such as drink voucher (the amount is too small for meal) and onboard gift certificates.
