What actually happens when a flight is completely oversold?

Most of us know that when Y is oversold, op-ups happen to accommodate. But what does CX do when all cabins are at capacity or oversold? Presumably they shouldn't let this happen, but I'm seeing several flights from LAX-HKG that show all 0's in all fare classes, or maybe F1 and everything else 0's and the flight is about one week out. If multiple GO and DM members exercise the guaranteed Y-class seat benefit between now and the flight, how does CX make this work? Do they actually bump non-elites to other flights, or is there some other way to address?

I'm curious in general about what happens, but it also may play into my upgrade strategy
