A few tips based on personal experience (my wife lives in Canada and I live in the USA):
1) If you have a Canadian Amex card, it will be much easier to get a USA Amex.
2) My wife also got a Capital One card that they describes as a "starter card" for people with no credit history.
3) If your daughter has USA cards, get on her accounts. Make sure you are a co-responsible party on the account and not just an authorized user.
4) Contradicting #3, become an authorized user on her Amex account, then ask Amex to add your SSN to the account. You'll have to do this in writing.
Doing #4 gave my wife an instant 750+ credit rating. The credit bureaus think she has been an Amex cardmember as long as I have! She got her SSN the first week of the month, a few days later I faxed the info to Amex, and by the end of the month she got a Chase Hyatt card in her own name.
