Indeed....21c might feel too hot to one person and far too cold to another. Everyone is different as I've witnessed on flights where some people are comfortable wearing a T shirt while others have several layers of clothing on and show no signs of over heating.

I haven't found cabin temperature a problem since I stopped flying in economy.
