Dont know if it is targeted as it does not require registration. I totally forgot about the mailer that came in early January, only to find out I earned double points on prescription glasses bought in HKG because the first Q bonus was on Health Care that even included SPA services.

Like I said, we have 2 Premier cards in the household. Only one card gets the mailer and the emailed reminder.
