*A and AC policy seem to contradict themselves a little bit, but if both flights are AC I would think that AC would probably let the person in the lounge in YYC. I know AC will let people in the lounge for people who are flying something like XXX-YYC-YEG or XXX-YVR-YYJ because there is no C seating on Dash 8s. This isn't too different so I think there's a pretty good chance.
