What is the role of the SE Aeroplan email customer service agent?

I am wondering about this question.

Through to last year, he would be able to deal with missing flight credit on AC or another Star Alliance carrier - no more.

Almost any question I ask him about clarification on Aeroplan redemption rules (even on a generic basis), he states that my question is a booking question which is best answered by the SE Aeroplan telephone customer service agent.

So far, the few questions that I have asked him about Aeroplan credit when flying on AC or other Star Alliance carriers, he has answered by quoting the Aeroplan web site - without giving any additional insight, interpretation or analysis. This implies that I again would have to go to the SE Aeroplan telephone customer service agent, for additional clarification.
