Actually, you can get a free bus transit from the bus terminal at Changi to the LCT. Then, in KL, you can get the 12.5 MYR Ticket combining bus+train, or 8 MYR for bus into the city. Much cheaper than the train from the regular airport. So the LCC are indeed more cheaper also on the ground.
Without luggage, just book AirAsia or whatever is the cheapest. Even with luggage, probably one of the LCC will be your best bet on such route.
