People have been reporting success at getting C on 77W/388 for some time now on *A awards. They won't get Suites on 388, but 77W F might open up as well- problem is it will likely be close-in (within 2 weeks):

That being said: OP, you do know there's a visa requirement for India if you're a US citizen, right (the USA doesn't get visa on arrival from India)? This is different from Thailand or Singapore.
I do also agree in thinking that don't obsess on F being available on the aircraft over the interesting places you can go in South Asia. A little secret: that massage you can get in the TG F lounge probably sets you back $10-20 in a lot of SE Asia, and some of the best food in SE Asia isn't going to be found anywhere in an airport lounge, but in the streets outside. So I'd concentrate more on having your longhaul segments in comfort and use the US award in C (given that it's only 30K) to go someplace fun and interesting on top of your existing travel, rather than contort an itinerary just to try and get an F cabin. F cabins are best for longhaul flights.
I know this (hence why I said with some exceptions) but the only routes it has been seen on so far is US-SIN and possibly Oz - SIN with no F as of yet. No Europe - SIN or regionals as far as I know so as far as the OP is concerned they are not available.
