Sorry, I'd thrown in an example of what I meant by a stopover.
The views and evidence put forward here and on the referenced thread are strongly held but far from unified, so I asked a DC supervisor to explain.
He said the only problem is in issuing ticlets for travel commencing in the country. Return trips to MNL, and trips with MNL stopovers are OK.
