I think I get it,now. A latitude pass should get you a confirmed u/g at time of booking. Cost is likely less than another carrier(even if non *A) in J or C.
Booking AC J or C is more than another carrier.
Whoever gives you the best(confirmed) deal for J/C is getting your business.
