Here's an idea. The moderators seem to be (and should be) frequent participants on OMNI. They generally have a feel for who is trying to cause trouble (whether or not it is technically within the T&C). Maybe they could take a more active role. Then, for example, when one of the anti-doc cliques starts bumping threads or posting "sadly, no"'s with smilies, they can politely suggest that the poster knock it off or otherwise have their OMNI hall pass revoked. Not a perfect system, but an improvement nonetheless.
