Lap infant price: Canada to the USA

Hi all,

I've been trying to contact United for days to determine their policy for adding lap infants to award reservations from Canada to the USA, but the lengthy hold times have thwarted me from getting an answer to my question.

United's website mentions that lap infants are free on domestic flights and 10% of the economy fare on international flights, so my initial assumption was that I'd have to get in touch with United -- virtually impossible right now -- and pay to add the baby to the reservation.

For fun, I looked at Delta's site, which listed the same rules. However, I called a Delta agent, who indicated that for the purposes of lap infants, travel to Canada is considered "domestic".

Does anyone know which way it is for United?

Also, is it possible for me to book the award ticket now (~10 months in advance) and add the lap infant in a few months? Presumably the call center will eventually get its act together.
