You mean the situation where all seats are assigned, but you don't have one?
If there aren't enough no-shows, you could be IDBed, but you'd be entitled to cash compensation on the spot. What's more likely is they will ask for volunteers for VDB and eventually someone will accept and they will accommodate you (or you can volunteer).
