A startup business with only a trickle of card transactions is not attractive to any card issuer. Chase is a lender, not an investor. They only make money when you use the card. From their perspective it sounds as if you are trying to designate a hobby as a business to collect a second account opening business. They have told you what you need to do to prove that it really is a business.
