You've obviously never worked for a government or defense contractor. This kind of stuff is commonplace in that industry due to rules imposed by the government.

I read the OP to say that this is related to expense account stuff, therefore it would be tax related, therefore it ends up being government regulations. The internal company guys may be reading the rules too stringently, but they've probably been burned in the past.
