It is a Delta reservation on Air France, but still operated by Delta. The second flight from CDG to OTP is Air France I believe (although it could be on Tarom). All on the same ticket/itinerary.
It arrives at CDG Friday, July 19 at 10:35am and leaves for OTP at 12:25, giving me a 1hr50 layover. I guess what I'm asking is if I should be ok with that time. I'm not sure which terminals Delta/AF from JFK lands at and where AF departs for Bucharest. I guess I could request an escort from the airline if my flight is running late. Will I have to claim my baggage and go through security again, in addition to passport control? or will my luggage be automatically transferred since it's all on the same ticket?

EDIT: according to today's flight status, it appears as Tarom operated the Air France flights at 12:25 pm to Bucharest and it's in terminal 2F. I don't know if that information will help since my flights are in July.
You have plenty of time. DL arrives in terminal 2E and I think Romania is not part of Schengen, therefore you don't have to pass immigration at CDG. Depending on which gate DL arrives, you take either a shuttle bus to 2F or you walk following the signs. You have to reclear security in 2F, but you don't have to take your bags. They get checked until OTP.
You cannot request an escort when your flight is late, either you book it beforehand or you will be met by an escort for operational reasons (but I doubt you get one from DL to TA flight). Anyway I would not take one as this transfer is quite straightforward.
