I would check periodically and then again at 24 hours.

As elites clear for upgrades things change...

As people change thier minds things change....

At 24 hours for example, they release the bulkheads. I don't know if those are open to everyone or elites, but even if they are "elite" only if an elite moves from seat 25C to the bulkhead 25C may open up.
