I have often used gold choice in ATL to change cars for a one-way rental.
I even asked the HLE where I return if it causes any problems for them if I take a Cruze over a Rav4, Camry, or any other larger car. They told me it isn't an issue at all and that their local transport takes care of getting cars to locations where they are scheduled for pickup. They do not depend on returns being dropped off on time and ready to rent back out.
HOWEVER... Any mid-size or larger car is treated equally for gold choice. So any SUV on the gold choice aisle would have an upgrade charge, even if you reserved an SUV. You'll be better off asking at the gold counter if you want a different car in this situation.
