For me, EF showing O0 right now, so will wait til at least 1 appears. I'm trusting EF.
Then, it's call to the DD, then a TTU, then a call to DL SIN or DL APac.
S/W on AF is only valid for TATL. But if there is no O available you can't upgrade using SWU

Never tried that so I won't know. can't really be of more help to you regarding this issue.
