Then I could clearly see that I talked for X minutes at Y rate and my charge was XY dollars.
Most hotels, if you look at the fine print, will charge for the highest rate ("operator assisted, daytime" or some such), plus a surcharge. No hotel I've ever been will quote the rate as that can vary by area to which you were calling.
Also keep in mind that intra-state calls are frequently _more_ expensive than inter-state calls due to different regulatory boards governing them.
