I feel much more secure that my August vacation to New Zealand will indeed happen.

* only other US-carriers are 'forced' to apply that $25 rule, and only if space availble (is there any other US carrrier flying your routing?
* I don't think the rules apply also for international flights. Do they? How could another country (the USA) enforce that rule for your return flight (starting outside the USA) anyway?
