Same with trying to buy Tube passes in London (at any Tube station including LHR)... you have to see an agent to use a non-chip card. The kiosks won't work. I always leave some extra money on my Oyster card when I leave town so I don't have to wait in the long line to see an agent at LHR.
I've experienced this as well, but have no idea where an American does get a chip card. I've collected a dozen credit cards of various sorts, and not one of them has a chip.
