It is reasonable for me to believe that there must be something under-table happened within that 15-minute time, and probably they may ask the hotel to change lower rate as displaced on the 3rd party website ON THE FLY!!!

It wouldn't surprise me! I think their BPG is a farce and a scam for the majority of people - seems like the number of approved BPG is few and FAR between (and possibly due to individual agents who process it as to who are more aggressive than others)

I just had a BPG denied even after sending screen shots so I wouldn't waste my time on screen shots. Long story short as this is still ongoing, I found a lower rate on another website. Booked the IHG hotel. Called them and the agent asked for the competing website and said it will take him several minutes to pull up my reservation and check my details (hmmm a few min possibly to call the competing website) While in the middle of this conversation I am re-entering the details on the competing ws and it still shows the lower rate ( I did this twice). He comes back on the phone and said he cannot see the lower rate. I re enter the details and sure enough they don't even have the hotel listed as available.( Maybe removed while they were repricing their rooms????) I told him that I thought something funny was going on and said I had screen shots so he gave me the email and told me to email them and he would take it from there. Emailed them and 30 minutes later received an email from IHG saying it was denied and they had sent ME screen shots of competing website showing the hotel was not available. Found a different room lower price and did the same thing again right after the first was denied. Had the agent on the phone before I booked and she refused to look at this competing website until I had a conf #. Booked then gave the conf num, she again said it would take several min to pull up my res. When she came back she said the claim would be denied as their is a cancellation policy. Now here is where the murky stuff comes in. There were 2 room types and 2 different rates on this ws. 2 identical room types, one was advanced purchase the other was not. Same in the other room type. I was denied on the following basis. The competing ws uses a voucher system so you pay the money up front and then the hotel policy comes into play. So, if I book the refundable rate I fall under the hotel policy and no charge if cancelled before their required time. The ws has their "OWN" cancellation policy. Before 4 days, you pay a 5% handling fee, within 4 days, 50% and then whatever the rest is. Now, I believe, that I met all the T&C in the BPG. I have to follow the ROOM TYPE and RATE as far as cancellation policy. NOW what an individual website decides to personally charge for cancellation should have no bearing on the IHG terms and conditions; I do not see anywhere in the T&C that the cancellation policy that is NOT PART of the room policy, but part of a websites personal cancellation policy should match that of IHG.
I am still pursuing this as now it is more of a principal. At any rate, my sister who is in charge of meetings for the company she works for I managed to sway her to a different hotel group. I have had several successful Price Guarantee with Sheraton using this same website and Sheraton's is so easy and professional that it's just not worth anyone's time to mess with the hassle that IHG pose. I also meet tomorrow with our local Fox New station who is running a special program on traveling over spring break and she seems quite interested in picking up this BPG issue that I have and MY opinion of it. I have read many reports on different sites of people getting stuck with non refundable rate rooms due to the deceitful nature of this program and would be curious to see the statistics of successful vs unsuccessful attempts under this BPG (although I'd prob believe inflated if it came from the source due to my interaction with them the past several months).......and this is just my opinion
