Does this policy apply to all reservations?

24 Hour Cancellation Policy (for tickets issued on the territory of the United States):
If you make your reservation at least one week prior to departure you may cancel that reservation for a full refund within 24 hours after the reservation is made.
You may cancel your reservation by calling Aeroflot at 866-879-7647 (SU call centre toll free number 24/7).
I made a reservation 3/26 and called within 24 hours to cancel, but was told that my tickets were nonrefundable and therefore I can only get back the taxes. That doesn't sound right. My understanding was that, the nonrefundable part kicks in after the 24 hours. I've called the number listed above and also called the Open Line, but to no avail.
