Yap, I think you are right.
I read it on Taiwanese newspaper saying that they will sign in first Quarter of 2012, and will not offically becoming operating member until possibly last quater of 2012.
In which I do hope EVA does become a member in the last quater, because I'm planning to fly w/ EVA for my next Asia trip .
