BTW...just fo finish the thought. If the merchant pulled this scam on you, the billing statement will only show the USD amount. The banks are required on transaction properly carried out in foreign currencies to show the amount in the foreign currency as well as the rate being used. If no foreign currency amount shows, then you were dcc'd. Write a letter of complaint to Chase indicating you were not offered the choice to have the charge written up in sterling and request it be charged back to the merchant. They will be required to do so.
So I spoke to the merchant this morning. They put the transactions through in USD without asking or seeking permission so to do. The lady I spoke to (and I believe her) did not realise it was contentious and apparently "it's what they always do".
Rather than refunding the charges or voiding the transactions they have offered to refund me in full for any overcharge so I'll put a short spreadsheet together (there are 4 transactions) check the exchange rates for the dates in question and ask them for a credit for the difference.
Does that sound like a sensible plan?
I will then ask my contact to speak with her managers to check on their procedures.
