It's absolutely right that Heathrow should be included in any strategic review, but there's lots that can be done at Heathrow to increase capacity by making better use of existing runways (and the increase in gates will also help once T2 comes online); a 3rd runway is simply not the "sea change" in capacity and future potential required to keep this country in the economic front line for the next generation.
