LHR has this for the longest time, transiting passengers have to go through security screening on arrival eventhough they have no access to their checked baggage.
Never happened to me, but was really confusing for some (especially if you don't speak English and can't read signs) due to airport layout, since you could just go directly to your gate upon arrival if you already had your boarding pass issued at origin.
But without the security stamp on your boarding pass, the gate crew would send passengers back to security to get the stamp.. they used to do this during boarding!. Not a fun trip especially if you're old or with kids and security is backlogged... and your flight is getting ready to leave.
