You need 10 Million for a Private bank account
And probably Ten fold helps you set up your own fund.
So like wise, I would think HVC is 10K and UHVC is 100K.
But of course I am using other industries as a gauge.

Depends what you deem HVC should get. Alot of times it is about expectations. But honestly, DL is too big an airline to be very personal with at times and aren't very good at differentiating the important from very important
Spend that much with most of the Asian airlines on my program list over an extended time frame (more than 4 years) and you will see magic more often than not, the best of which is complimentary upgrades (published and unpublished) on international flights (not OP-up) similar to what DL does with its domestic complimentary upgrade.
of course T&C and YMMV
