It seems to work that way for the most part.
At BUR last year, I saw a lady Traveling by herself with 2 toddlers and a baby (+ a stroller) get a pat-down. The stroller failed the swab test. They let her hold the baby in the opposite side that she was patted down and then she could switch sides. Poor thing, she had 2 boys standing to the side. What would have happened if they decided to walk away?
