Only on U.S airlines within North America did i find the "belly belts" not being used and have flown a number of non UK airlines
In cars in the UK the law says you should use a car seat with a 5 point harness until the child is approx 4 years and car seats (inc boosters) have to be used until a child is either 135cm in height or until they have reached their 12th birthday
