She'd obviously be breaking the law if she actually drove the car. I don't think most police would accept her Hertz gold card. Her hubby would do all the driving? For that I'd phone Hertz beforehand and explain the situation, stating that only he will drive. If she doesn't have a license, is the rental contract still legal (i.e., could Hertz wiggle out of it, at least any insurance benefits her gold membership brings, if she didn't have a license???). What would be the drawbacks of just him renting?
