This policy pre-dated the merger, it was rolled out as part of UDU (when 5-500's were dumped).
Also, I think it has little to do with the actual HVAC. I would be willing to wager it has more to do with amount of people in those areas... F & C use about the same amount of space as Y on the PS752, but Y has almost double the people of F & C (all those 98.6 need to disperse somewhere).
