Not a new rule, it's been that way for a long time. We don't separate families in the exit row for the exact reason you stated. If there's an emergency they'll be more concerned about helping their kids instead of us.
Totally understand - makes a lot of sense. The FA was actually the one who said it was a new rule. Maybe she was just defusing the situation - the mother wasn't happy at all.
