But my point is that Hertz ARE accepting that risk with the OnDemand fleet.

When I pick up a car through the OnDemand scheme, all I need to open the car door is my smart card. Once in the car, all I do is press a button on the in-car phone unit to confirm I still have a driving licence.
I can then start the engine and drive away.
