I am reading that you need a guide for each day, even in Lhasa whether you use them or not and also to and from the airport. Is there a definitive site for info on this?
There's no set price. An agency will charge as much as a customer's willing to pay. Period. It's for you to shop around and bargain. They don't have to break out what cost what. You tell them what you need, and they'll give you a quote.
The rule is that a foreigner entering Tibet has to be with an authorized guide
at all times. You AND the agent that gives you your TTB permit will be in trouble if you're found wandering alone, anywhere in Tibet.
Therefore, the agent will charge you a guide from the time you get off the plane till they see you in security at airport leaving LXA. Whether you can persuade them to let you roam around Lhasa on your own is a separate matter.
