Since when? I was there Oct 2010 and we were able to negotiate. Things might have changed since then though.
Thanks, Got similar quotes for 11,000 and 13,000. I also don't get why every agency is charging for guides per person when I think my wife and I can share one. The price for two is 2x the price for one for these itineraries.

I am reading that you need a guide for each day, even in Lhasa whether you use them or not and also to and from the airport. Is there a definitive site for info on this?
