Regarding on-time service, Amtrak on the Northeast Corridor (Washington-NY-Boston) is different from long-distance Amtrak trains. The latter run on freight railroads and are likely to arrive an hour or more late over the course of a 40-50+ hour cross-country trip, as others have mentioned.
The Amtrak train to BWI most likely originates in Washington, and service on the NE Corridor has a very good on-time record.
