if you set up the device with itunes, your apple id will be used automatically. if you set up the ipad on the device itself (you don't need to use itunes anymore) you will need to enter your apple id.

no need to deactivate anything since you can have as many idevices as you want.

As far as the apps I've previously purchased, do I lose them and need to purchase them again?
they'll sync automatically.

If I don't, and the iCloud stores them somehow, how do I then re-download all of them to the new iPad?
no need, but to redownload, just 'buy' it again. you won't be charged since it knows you paid for it already.

How do I ensure that all of my information is deleted before looking to sell/pass along the old iPad?
back up your existing ipad to your computer via usb, then set up the new ipad from that backup. you can use icloud but it will be a lot slower that way. after its done (which might be a while depending on how much stuff is on it), check to be sure everything is there. you may need to enter some passwords again but that should be about it. after you're satisfied it's as it should be, erase the old ipad.
