No it's not incorrect. Put another way, it is quite correct. You need to hire the guide for the full length of time you are in Tibet. In a practical sense, you currently are allowed to wander around Lhasa city without the guide--though you can't get into any sights like the Potala sans guide. And whether you wander with or without, you'll be paying for.
