Well - actually - Hertz already do.
If you use the HertzOnDemand product, you prove you have a licence at initial registration, then on every subsequent rental you merely press a button to confirm you still have a valid licence. It works fine.
If they can do it for the "OnDemand" fleet, would it be any bigger risk to do it for the regular fleet?
That only proves that you had a licence at time of registration; what it doesn't do is prove that you have a valid licence now; e.g. could have been lost for traffic offences
The only exception would be if Hertz has a way of verifying the validity of a licence ( and that would only have a chance of working for UK licences )
I see a huge risk to Hertz to allow people to drive without insurance , which would be the case if no valid licence is held
