JAZZ is a separate company from AC, and technically is not a member of STAR, unlike Tyrolian, which is a member even though an affiliate of Austrian Airlines. AC buys seats from JAZZ, and employees belong to different unions and bargaining groups, and have not been declared "common employer" with mainline by the Labor Relations Board.
What does the ANA members guide say about JAZZ flights normally? Is there a printed exception for AC6XXX series flights? Also, how long have you been an ANA member and do you hold status in that program? Perhaps you'd have better success pleading your case if you threaten to pull your substantial future business from them based on your previous support of this carrier. Each STAR carrier has the right to refine acceptance of codeshares, eligible fare categories, etc.
