I'm a bit confused about the minibar privilege: if you stay with you spouse, is he/she not allowed to drink from the minibar because it's "for personal consumption" only?

A reply to Ambassador Service will definitely be needed -- detailing that the amount consumed by two persons staying in the room for two days was appropriate, and that no "entertaining" of outside persons had taken place. Otherwise it will be assumed that you are a *bad* RA.

I'd also make it clear that you will feel uncomfortable staying at this particular IC again in the future, but gladly there are other options available in Shanghai. You should also raise concern that your minibar consumption is being monitored and reported (privacy issues, anyone?).
