It also might mean that you won't get a gate.

I flew to FRA recently and the "HOLD" appeared on basically everything about the arrival gate. When we got there we taxied to a parking spot on the apron, deplaned by stairs and boarded shuttle buses to the terminal. Not a good thing if you have a close connection.
