Are you comparing to other Holiday Inn Expresses in Asia or somewhere else?
I don't know about Asia, but that's pretty normal for Europe.
No gym, paying for coffee after breakfast, no offers for plats, no large beds (although I am sure they are at least the standard 4 1/2 feet), just liquid soap dispensers, reconstituted 'juice', and definitely no biscuits and gravy - all would be expected in the UK.
The not-working wifi would be a valid complaint, but these things do happen - and they obviously tried to fix it.
